In other words, the move is essentially a bluff.
Those latter details are what technically make the raise a 'steal,' given that the player isn't really raising based on hand strength and is mostly hoping not to be called and win the small and big blinds (and antes, if in play) without having to see a flop. 'Stealing' refers to an opening raise made before the flop, usually from a player in late position and most often with a weak starting hand.
